Program and Position Overview


William Campbell Foundation (WCF) is a not for profit Christian organisation that provides a range of services, including permanency support programs for children and young people. Additionally, WCF delivers therapeutic services to children, young people, individuals and families.


WCF is committed to child safe practices and permanency outcomes for children and young people in care to provide a positive, safe and healing experience that addresses trauma, attachment, self-regulation, culture and community needs.

Our Permanency Support Program investigates and fosters the implementation of quality permanency placement options for children and young people, including adoption, restoration and guardianship.  


The ultimate aim of the Permanency Support Program is to achieve permanency, change, safety and protection for Children and Young People that improves cultural, social, emotional, health and educational outcomes. 

Key Position Responsibilities 

  • Assessing and case managing the complex individual needs of children and young people, their natural families and Carers using a culturally responsible, therapeutic and trauma informed approach.

  • Understanding and working within the ARC Therapeutic Model and associated theories, with support from WCF’s Clinical team. 

  • Working collaboratively with Department of Communities and Justice (DCJ), as well as other stakeholders, in identifying, supporting and achieving permanent outcomes for children in line with the permanent placement principles defined in the Children and Young Persons (Care and Protection) Act 1998.

  • Ongoing work with families and carers to identify areas of safety risk or concern for children and young people, using strengths based approaches in line with best practice and legislative frameworks.

  • The modeling of ethical and appropriate casework practices that are responsive to the changing needs of children, young people, families and individuals.

  • Supporting a strong focus on ensuring children and young people are actively participating in planning and decision making processes.

  • Competence and confidence with both written and verbal communication with a demonstrated ability to adapt language to meet the audience need.

  • Ability to remain calm in crisis to provide intervention and support for children, young people, families and carers, including managing the needs of children and young people with challenging behaviours.

  • Having a comprehensive understanding of child development, including knowledge of the context and impact of issues arising from children and young people being removed from their family and significant others.

  • Working with a diverse range of children, young people, families and individuals including Aboriginal and Torres Strait Islander and CALD communities.
