Program and Position Overview

 

William Campbell Foundation (WCF) is a not for profit Christian organisation that provides a range of services, including permanency support programs for children and young people. Additionally, WCF delivers therapeutic services to children, young people, individuals and families.

 

WCF is committed to child safe practices and permanency outcomes for children and young people in care to provide a positive, safe and healing experience that addresses trauma, attachment, self-regulation, culture and community needs.

The role of Quality and Compliance Officer works across WCFs entire agency to develop and support ongoing monitoring systems to ensure the agency is compliant with sector requirements, including the NSW Office of the Children's Guardian's Standards for Permanent Care and National Disability Insurance Scheme (NDIS) legislation. 

The role additionally supports the agency's Reportable Conduct Processes, under the oversight of the Reportable Conduct Manager. 

Key Position Responsibilities 

  • Ensure knowledge and understanding of WCF’s compliance requirements are met and in line with the NSW Office of the Children’s Guardian’s (OCG) Standards for Permanent Care.

  • Ensure agency practice and procedures are compliant with the Child and Young Persons (Care and Protection) Act 1998 and the National Disability Insurance Scheme (NDIS) legislation as well as agency policies. 

  • Identify gaps in service delivery and support the development and implementation of new policy and procedure as needed.

  • Develop an annual plan and ensure regular file audits are conducted on Children and Young People, Carer and Employee files, and working with the appropriate parties to fill identified gaps. 

  • Oversee accreditation and monitoring audits, ensuring that all required documentation is provided to the OCG within delegated time frames. 

  • Collaborate with internal programs on quality assurance systems, ensuring key management are provided with current and consistent information to support decision making and drive future direction. 

  • Work under the guidance of the Reportable Conduct Manager, to provide support in meeting the agency’s legislated responsibilities regarding the Reportable Conduct scheme, as guided by the Children’s Guardian Act 2019

  • Possess a broad understanding of child development, including knowledge of the context and impact of issues arising from children and young people being removed from their family and significant others.

Selection Criteria

  1. Provide details of your qualifications in Community Services or related field. 

  2. Provide details of your experience in compliance and/or quality assurance processes in an Out of Home Care setting.

  3. Detail your experience in, or understanding of, Reportable Conduct investigations and legislated requirements.  

  4. Detail your working knowledge of NSW Child Protection legislation.  

  5. Demonstrated understanding of the importance of identifying and improving outcomes for children, young people, their families and Carers, including permanency and stability.

  6. Demonstrated adaptable and high-level communication skills, including confidence in having challenging or difficult conversations.

  7. Demonstrated ability to work independently, as well as working cohesively as part of a wider team.

  8. Demonstrated ability to meet set targets, deadlines and Key Performance Indicators (KPI’s).

  10.  Confirmation that you:
      a. Hold a current and cleared Working with Children Check
      b. Can provide a National Police Check (obtained within the past 12 months)
      c. Can provide a Full (Unrestricted) Current Drivers Licence
      d. Have access to two referees from current or previous Managers
      e. Will provide copies of Transcripts and Certificates detailing qualifications
      f. Will disclose during interview any information that could impair performance in this position, which should be considered by the panel when assessing applicants.
